Adult Content and Obscene Material Regulations
Adult Content
- Exposure of a significant portion of the body
- Exposure of genitalia (all exposure of genitalia, including cases where specific shape and outline are not discernible)
- Any depictions above acceptable content in media rated for all ages (light kissing while clothed - Video Game Rating Board) including sexual contact, sexual acts, or suggestive poses which are sexually suggestive or obscene and may stimulate sexual desire in minors
- Excessive use of explicit sexual dialogue, obscene language, vulgar terms, or profanity
- Excessive violence depicted in a detailed, direct, and explicit manner
- Detailed depictions or promotion of the effects, manufacture, purchase, or methods of use of drugs, psychotropic substances, or other harmful substances
- Antisocial or unethical content that may hinder the development of minors' character and civic awareness
- Content that realistically and specifically depicts means and methods of suicide, school violence, bullying, juvenile delinquency, criminal techniques, and illegal acts
- Other content that clearly risks harming minors' mental or physical health
- Content that significantly jeopardizes minors' healthy lifestyles, such as promoting gambling and speculative activities
- Links or files that provide direct access to the above content without verifying the user's age or identity
Obscene Material
- As current laws lack clear standards for defining pornographic material, CREPE cannot serve as the definitive authority for such determinations. However, to ensure safe commission activity and user protection, we apply the following guidelines based on case law, current legislation, and regulations set by relevant authorities:
Descriptions constituting obscene material
- Information and Communications Deliberation Regulations and acts generally unacceptable by social standards
- Explicit depictions of sexual organs or acts without separate mosaic blurring (beyond obscuring outlines)
- Other cases deemed to require urgent action due to violations of related laws and regulations
Activity Subject to Sanctions
- Misconduct related to providing adult content
- Posting adult commissions without adult content labels
- Frequently changing adult content labels on commissions that qualify as adult content
- Misconduct related to selling adult content
- Selling adult content to minors or creating it upon their request
- If CREPE's identity verification system was used to distribute or sell adult content legally, the artist remains legally protected even if a minor accessed or purchased it using another person's identity.
- Selling adult content to minors or creating it upon their request
- Misconduct related to providing obscene material
- Posting obscene material
- Promoting obscene material and inducing access
- Content intended to promote or advertise obscene sites, adult products, illegal information, etc.

- Facilitating prostitution
Sanction Measures
Misconduct Related to Providing Adult Content
- Level 1 - Forced private setting of the type in question
- Level 2 - Forced deletion of the relevant type and 7-day transaction restriction
- Level 3 - Forced deletion of the relevant type and 15-day transaction restriction
- Level 4 and above - Forced deletion of the relevant type and 30-day transaction restriction
Misconduct Related to Selling Adult Content
- Level 4 - Permanent account suspension (without separate notice)
Misconduct Related to Providing Obscene Content
- Level 1 - Forced deletion of the type
- Level 2 - Forced deletion of the type and 15-day transaction restriction
- Level 3 - Forced deletion of the type and 30-day transaction restriction
- Level 4 - Account suspension
Promotion of Obscene Content and Inducing Access
- Level 4 - Permanent account suspension (without separate notice)
